As far as I know, National Supply isn't involved in deciding what is sold
at the NT Trading Post or the Tooth of Time Traders at Philmont. At every
summer camp and high adventure trading post of which I'm aware, National
Supply is usually one of several suppliers of merchandise but they
certainly don't determine what is stocked. The same is probably true for
council operated Scout Shops.
