[Philmont] Young Adult vs. Scout delimma

This scenario is the biggest problem that I have with G2SS. The
regulations were written with a 12 year old scout and a 40 year old
adviser in mind, but the Unintended Consequences are such that a newly
minted 18 year old "Scout" can't tent with his buddy with 1) whom he has
camped since he was 11, 2) whom he has been in classes with all through
High School and 3) who happens to be a few months - even weeks - younger.

I fully realize that there has to be a "line in the sand" someplace and
we certainly don't want a 45 year old Advisor tenting with a 15 year old
Scout. However, for purposes of High Adventure (14 years old and up), I
strongly encourage the Powers That Be in Irving take a serious look at
what the regulations mean in the trenches for the older boys. I
personally think that G2SS needs a HA Supplement with the line in the
sand being drawn at 21 years of age.

Also, some leeway needs to be made for Council Camp Staff Members.
People who work together for 6 to 8 weeks at a council camp can't go
into town together on the one or two nights a week that they get off for
pizza / movie / ice cream because of the over/under 18 issue.
