Add to what Don Roberts said, in that Councils also receive treks over and
above the treks that Troops and Crews can apply for. Some Councils receive
allocations of a lot of treks, I think based more or less on their history
of sending Scouts to Philmont.
Different Councils have different ways of passing these treks on to Troops
with in their council. Some Councils will pass the treks onto Troops based
on some method, like the Troop has attended the local summer camp two out
of the past four years, have taken part in pop corn sales and so on. Some
Councils will make up Philmont Troops or Crews, taking kids from different
Troops and putting them into different Philmont Crews similar to a Jambo
Troop.
