HATs are, it seems, primarily a western region thing ... I know this because
I was in the Western Region (OCC) prior to moving to PA and the NorthEast
Region (CCC).
That said Kim's advice is on point, use the professional staff. Your
district exec or field director should be able to point you inthe right
direction for your council. Time is of the essence here as the council
invitations for 2009 will arrive in Scout Executive's mailboxes in early/mid
August with a short return date to bid for dates in advance of the fall unit
lottery.
