[Philmont] 30% pack weight limit

There are no "30% Police" present when you get on the bus.  30% is a guideline to which most TRY to adhere.   Even if  one is a bit over that goal on Day 1, remember that the hike that day is 2-3 miles at most with  the next day generally being only slightly longer maybe 5 miles. 

IMHO, if any Scout is at 20lbs before crew gear and water, he/she should do fine.

I have gove over their gear carefully to make sure they are not carrying anything more than they need.  Their backpacks are weighing in at about 20 pounds without food, water, tents and crew gear. I have gone ultralight with all our crew gear, so they should not carry more than 2 pounds of it each. I am mostly worried about the first day of food pickups and dry camps.
