[Philmont] 30% pack weight limit

At 20 pounds, it appears that you have done an excellent job of getting
their pack weight down as low as possible. They should do fine. You
will be amazed how strong these young Scouts are, even the small ones.
Hopefully, you already have a good idea of how well they handle the
weight from your shakedown hikes.
