Clare,
A lot depends on the boy. A 110 lb boy who runs track or plays soccer
could carry more than the 30% without any problems but if he is more
sedentary, he might be struggling.
My suggestion would be to watch them during the shakedown hikes and let
the crew leader sort it out.
