[Philmont] Proigram Times for 2007

In 2006, in general, most staff camps had pre-determined times for program.
For instance, Miner's offered Rocks at 8:30, 10:30, 1:30 & 3:30 with a Rally
time 1/2 hour earlier at the Staff Cabin. Conservation ws similar, as was
Challenge Events @ Urraca and Black Powder at Black Mountain & Clear.
Environmental Awareness at Miners & 30.06 at Sawmill were more free form.

I'm interested in the practice seen by returning crews from '07.
