[Philmont] Young Adult vs. Scout delimma

Hi Eric,
It seems to me that #1 would be easiest and best. If the brothers get along well and the parents agree that it is not unwise to do so.
It does seem a bit silly that he cannot tent with a 17 year old scout who 2 months before could have. Getting permission might work and hopefully no one will challenge it later.
Telling the 18 year old that he cannot go is very harsh considering the circumstances.
