[Philmont] American Flag customs

Dan,
  Like the idea of a Philmont flag. It could be personalized; signed by the crew, troop #'s, council strip, and the annual PSR patch (a nice, new idea from TOTT) sewn on if desired.

I really like the earlier suggestion of a Philmont flag.
