That is correct. The rule was "hardened" in 1995. Prior to that, there
was a little known and little used semi-exception that you could do
Eagle projects on BSA owned property that was also open to the general
public. This usually applied to situations such as summer camps that
could be rented by non-Scout groups during the off-season. For example,
one of my Eagles installed about 50 camp signs at Camp Olmsted (Goshen
Scout Camps) as his project, that camp being the only one that (at the
time) was rented out to the general public off season. However, the ban
is now total. I do not know why the rule was "hardened" - it just "was"
- no explanation was ever offered, and frankly I didn't care all that
much anyway. In any case, I strongly doubt if any modern Scout has ever
attempted to do an Eagle project at Philmont, though I suppose it might
once have been possible for Scouts who lived nearby the Ranch.
