Of course, Baldy is in the North Country and the North Country is closed, so
(at present) it is not an option.
I have been following the fire situation closely, and have never seen any reference
to "keeping the big elements" in the majority of treks. What I have seen is
that Philmont was going to try to duplicate the program opportunities on the
re-routed treks to the extent possible (i.e., spar poles at Crater Lake rather
than Pueblano, Western lore at Clarks Fork or Beaubein rather than Ponil, etc.).
And as noted on the List previously, at least one program (Mountain Biking
at Whiteman Vega) has been moved entirely to a new location (Zastrow) in the
South.
I supposed Phillip rather than Baldy might also be a consideration, but if so,
as most North Country treks do Baldy, the traffic on the trail over Phillips
will be really heavy.
