The pass is good for entrance to all national parks that charge an entrance
fee.
I just got one two days ago. It's a great deal if you visit NP's.
Grand Canyon NP charges $20 to get a car in. Death Valley charges $10.
Joshua Tree charges $10. Sequoia and Kings Canyon charges $10.
Zion charges $20. Mesa Verde changes $10.
So, the answer is "it depends." Which NP's are you planning to visit?
If you went to Zion and GC on one trip, it would break even. Since you're
in the Philmont area, Mesa Verde isn't too far, and there are several
others, like Carlsbad Caverns in a different direction.
Figure out which ones you potentially want to visit, then go to
www.nps.gov and "visit your parks" select the park and click on
Fees/Permits.
Add them up to determine if there is a potential you'll get your
money's worth.
I'm going to hike the Grand Canyon (well, part of it, anyway) this
weekend, so there's $20 for me. Then its off to Sequoia/King's Canyon,
Death Valley, Joshua Tree, Yellowstone and Yosemite, so I'm definitely
getting my money's worth in the next year.
As always, YMMV
