Since I live within a one-day drive of Philmont, and we fall withing the
distance of a Local Tour Permit, transporting backpacks has never been an
issue for us to deal with. However, I have seen various crews arriving &
departing from the welcome center. I remember seeing a contingent that had
wide, heavy-duty plastic wrap that they thoughly wrapped each air-bound
backpack with and then a wrap or two of duct tape over it all. Made for
some tight, compressed packaging.
