I agree with Dr. Bob. Trail projects as he described (i.e. designed,
organized, supervised and carried out by the eagle scout candidate and
his recruited team of laborers) should be worthy eagle projects. If they
are not approved, you should have a polite discussion with your board to
find out why they don't approve them.
 
BUT...
 
Our district Board, at least in most cases, would not approve the
conservation project at Philmont as an eagle project, and shouldn't.
