According to our district YPT chair he is not "allowed" to issue cards to
anyone under 21.

It depends -
Philmont allows youths 18 - 21 to be counted on whatever side of the
youth-adult line you wish. This is because Venturing and OA use 21 as the
crossover to adult.
If they are going as Advisors, then they will be considered adults and
require Youth Protection Training. There is a spot on the National Tour
permit where the tour director certifies all adults on the tour have had
Youth Protection Training
If they are going as Youths, they do not need Youth protection Training.
Just remember BSA guidelines for sleeping arrangements.

adult youth protection training. They can attend the video but cannot
receive a card. According to our Lodge advisor, boys over 18 must have a
card. This is coming up because we have 2 scouts 18 years old going to
Philmont. Do they require YPT?
