RE: [Philmont]: Underweight Scouts - Advance Approval

We emailed Philmont regarding this issue. The email response was that if
the scout is clearly physically able to participate and the equipment fits
properly, there should not be an issue. Rangers are instructed to be very
diligent in checking equipment fit on under weight scouts due to past
issues.

Subject: [Philmont]: Underweight Scouts - Advance Approval

In collecting Med forms for my 2003 Expedition last week, I
was surprised to discover new verbiage in the warnings
about weight that I had overlooked earlier. It reads:
"Discussion in advance regarding any exception to the
weight limit for persons under 21 years of age is required,
whether it is over or under."
It's the "whether it is over or under" that's new. This
wording wasn't there last year.

Has anyone gone through the process of a "discussion in
advance" about a Scout UNDER the recommended weight on the
height-weight table? I sent an Email to the Camping Office
on Sunday listing the few Scouts in our Expedition who were
slightly underweight, got a note from Fran on Tues that she
had forwarded it to Mark Anderson for a response, and have
heard nothing since.

I'm wondering how strict they are about this. Last year
our council contingent had a significantly underweight
Scout, like an 80-something pound toothpick of a kid and
the table minimum weight for his height was 107. I was so
concerning myself that I phoned Mark and was put in touch
with the Philmont Medical Director at U.Kans. While I got
a very kind and thoughtful response from the Doctor, I was
almost made to feel ashamed that I would consider not
allowing this Scout to enjoy a Phil Trek and that his crew
should do everything possible to include him.

Now I have a few Scouts who are otherwise in excellent
health but borderline at the low end of weight, only one
more than 5 pounds under, and I see Philmont wants advance
discussion on all these cases. So if I don't get a
response soon, guess I'll have to call. Seems like a lot
of bother. Anyone else gone through ths process? In any
case, take note that this new statement in on the Med form!
