I would imagine that each Council does things a little differently. Sam
Houston Area Council sends each year 4 contingents of 4 crews each during
the summer trekking season, roughly 198 people (next year we will be sending
5 contingents). Our Council's Director of Camping Services has final say on
who is the "contingent leader for each group but typically it is someone who
has done a trek at Philmont in the past, sometimes he asks for a volunteer
and sometimes someone volunteers far in advance. It is someone who is also a
crew advisor, not someone who will just be waiting in base camp for the
crews to return. We send the 4 crews in a full service charter bus and since
we are 16 hours from Philmont there are stops for dinner, gas, a driver
change, and breakfast. All meals are prearranged and the Contingent leader
handles the money and receipts, etc. Our Council Director of Camping
Services has the necessary paperwork including National Tour Permit taken
care of and the packet is given to the Contingent leader.
Upon arrival at base camp, the Contingent leader checks in at the arrival
side of the pavilion. In my case on the 2 times I held this position, I
informed our Ranger that I was the Contingent leader and after dropping our
gear at the tent city we went immediately to the main office where I checked
us in and turned in the necessary paperwork. Because our Council has paid in
advance for the entire contingent as far as fees, there was nothing to
complete in this area. We then went on, each crew with a Ranger to the usual
steps of getting in and out of base camp.
