I have only taken my tent to Philmont and no one cared about a ground cloth. Nothing like paranoia running an outing program.

You are not mistaken. On page 15 of the 2003 Philmont Guidebook to Adventure, it states "Equipment Provided By Crew. Necessary items of equipment for each crew of 7-12 persons to bring to Philmont or to purchase include these:
"*Waterproof ground cloth, 5'6"x7'6", 1 per tent." (The asterisk means that it is available at Philmont Trading Post.) This would be for their tents, I would figure. Why? Don't know. We always have, so we figure we always should? I, for one, will continue to carry a ground cloth as previously mentioned.
