[Philmont]: Post 9/11 air travel -- HOW TO WRAP PACKS?

Hi, my unit in Ohio is sending crews to Philmont in August by air... and
I'm
wondering what airline approved methods other flying crews are using
to wrap/secure ther packs for the airlines.

This will be first time our crews have flown with checked backpack
gear since 9/11. In summer 2001 our folks mostly wrapped heavy
duty trash bags tightly around their pack and taped/tied it neatly so
no straps or folds were dangling and so it could be picked up easily.
Airline was happy with that back then.

But now, post 9/11, all checked bags must be left accessible for
inspection right? And passenger's can't touch them (to rewrap)
once they've been xrayed and possibly opened for inspection.
So what do the carriers want scouts to do? (American Airlines
in particular) Can we use same method but use transparent
bags? Then pack is visible but still pretty impossible to
reuse/reclose once ripped open. Will airline provide newwrapping
for any packs they inspect?

I'd rather not have to tell all crew members that they have to puchase a
separate duffle large enough to contain their pack. ... which then also
has to be stored in crew locker at CQH during trek.

The airlines must deal with this every day in the summer so they probably
have stock answers -- I just don't know what American's is. And
suprisingly
neither did our group reservation persion OR the initial airline baggage
contact
