The logistics people at base camp will provide a ride to the
Cimarron bus stop at 4:10am. It's no fun getting up that
early, but I used to do it all the time when I was on staff.
I'm not sure if they charge campers anything for that ride
(it was free for staff), but you can call Philmont and
check. There is also a shuttle that sometimes leaves at 6am
run by a private company called "Faust". Philmont can put
you in touch with them as well. They will take you to
Albuquerque for ~$50 (or at least that was the price last
time I used it).
