That's correct. By lacing the uppers tighter when you are going down, you prevent the foot from sliding forward, bruising toenails against the inside of the boot. When you have finished lacing the bottom of the boot (up to the ankle bend), cross the laces twice (put a twist in them) then lace the upper part more tightly. To make sure it holds tight, you can keep crossing the laces twice each time or put them over the hooks and then under them.

Different question. I remember something from this list on lacing the upper and lower parts of boots differently if you are going primarily up or down. Seemed backwards at the time, so I wanted to get it again. I believe it was loose (looser) bottom and tight (tighter) top to go down, and opposite going up.
