I agree with you on all points. However, you can lead a horse to water
but you can not make him drink.

You have done your duty to inform the scout and his parent(s). If the
contingent leader, other adult and scout's parent(s) refuse to back you
up, then they will have to deal with the consequences. Accept this and
don't let this be the defining point of this trip. Philmont is too good
to ruin by fretting over what you can not change.

 From a slightly different viewpoint....
If the poor gear choices do not present a threat to safety, then the
scout might do fine on trail in spite of not having equipment that meets
our personal standard.
The one scout who wore light weight trail shoes on our last trek had
multiple shoe failures, but gobs of shoe goo and duct tape allowed him
to complete the trek.

A highly respected scout leader I know described Scouting as a place
where young men are allowed to learn by making mistakes. It's true and
it works.

Prioritize your concerns. Be aggressive on safety. Let the rest of it
slide.
