To my knowledge, and in my experiences, they never have - but that
certainly doesn't mean they won't. However, the YPT requirement is not
formally listed as a Philmont requirement per se, but is rather a
requirement on the National Tour Permit - which of course has to be
filed for every Crew (even Council Contingents). So technically every
Advisor should have current YPT.
It is my understanding that the on-line YPT is correlated on the
national Scout-net computer system (like your BSA registration), so if
you did it on line, they should be able to so verify. If not, then
you'd need the actual card as "proof" you did it.
Bottom line - I always bring my latest YPT card, and recommend you do so
as well. Even though there's probably no real chance that you'll be
asked for it. But if you have one anyway, why risk the grief?
