Just looked over the requirements for the climbing merit badge. You will
likely get a good introduction to rock climbing at Philmont. Whether you
will have time to develop the expertise and meet all the requirements is
another matter.

I would say it might be possible but the odds are against you from the time
standpoint. To improve those odds you must have the guys interested in
earning the badge thoroughly study up on and learn the requirements before
heading to Philmont.
