I agree, the Scout Oath and Law should guide all behavior,

but any crew member agreement should include some kind of plan to send a
scout home IF they violate the scout oath and Law.

We had this kind of plan in our CODE of CONDUCT for our Council contingent.
And this is exactly what we had to do in 2003, send a boy home right after
he arrived AT Philmont. His behavior on the train was horrible, and rather
than spoil the trek for everyone the adult leadership decided to send him
home. (we should have known it would only get worst after his
confrontational behavior on tune up treks)

I worded the PHILMONT Code of Conduct after one my son had to sign for the
2001 National Jamboree. The council contigent coordinator uses it every
year now.
