As mentioned in the article, this exception was pushed by Zippo Mfg, for
unfilled lighters only. Zippo lighters are big collectibles and from that
perspective, restricting the transportation of unfilled ones just seemed
silly.
I don't see that this helps anyone flying to Philmont. If you bring an
unfilled lighter, you have to find fuel to fill it. Probably easier just to
pickup a cheap and lightweight disposable at a convenience store.
