I guess I was thinking about the responsibility of making sure you had your own personal gear, start to finish, kept track of it, took care of making sure it was clean so you don't get sick, etc.
In our troop, if you don't bring your mess kit to a campout, you're likely to be scrambling around trying to find a way to eat. We won't let them starve, but it is their responsibility to take care of the basic fundamentals.
I think this falls into the ol' "each to his own" category.

responsible for getting everyone's bowl and spoon clean (it might be
yours next meal). You are not just responsible for yourself, but
everyone in the crew.

I strongly agree with making bowls and spoons crew gear for the reasons
stated by Fred. After everyone having their own in 2001, we decided on
this approach the next year during a week long canoeing trip and have
used it every since for all of our backpacking and canoeing trips.

I run counter to the prevailing wisdom. You have received good answers
to your questions, now let me present our approach.
With respect to knives/leathermans/compasses, etc, while the ranger will
encourage you to take only one or two, we take all we have. There is
nothing more annoying than having to search for a knife or scissors for
the cooks, when they should have one themselves, or asking for one from
the scouts and finding it is lost. It goes in the pocket, how heavy can
it be??
Eating utensils- we have purchased lexan bowls and spoons for the crew.
We carry them in a dip bag. It saves the hassel of asking everyone to
bring their personal stuff to the cook area and eliminates the people
stepping over dinner to retrieve their "personal" bowl and spoon. It
works great. one person has the gear and everyone cleans up extra
careful since they may not get "their" stuff back the next time. Even
our ranger appreciated our sticking his personal gear in our ditty bag.
He didn't have to look for it at each campsite.
With a compass the more the merrier. How can you effectively teach
skills such as compass reading/orienteering if everyone doesn't have a
tool to use? By thetime you have passed them around you have lost the
group.
Spices- we carry lots, as well as dehydrated veggies and stuff to add to
the meals. Coffee, tea and spice apple drink, never leave home without
it. As for the extra fuel, never notice it, thats what we have big
scouts for!
