[philmont] Ground Cloth.

A real simple question.

Is the required Crew Gear - "Waterproof ground cloth (5'6" x 7'6"; one per
tent)" for use under the tent or in the tent?

I am going to cut some plastic for this. I think it will be lighter and less
bulky than Tyvek. I just wasn't sure if they do not have a footprint
supplied with the tent and they want to try to keep the tents in good shape
or if this is to be used as the footprint.
