While I agree with almost everything John said, I think the purpose of the groundcloth (gound cloth, not tent floor) for Philmont is to protect the tent (floor). These tents see extensive use, several weeks per year for about 4 or 5 years before they are retired, you are supposed to take off your boots before you enter, therefore the greatest danger to the tent floor is from sticks/rocks, etc. under it. Therefore, a ground cloth.
