Fires in the Philmont backcountry are almost a day-to-day decision. Note
that the backcountry includes staffed camps. For example, last year no
fires were allowed in the back country, at least through early July. That
meant that the staff at Sawmill couldn't fire up their wood stove, and had
to jury rig a propane stove for cooking. Notably, the Tobasco Donkey (wood
fired water heater) at Sawmill was chained shut (see photo on Philsearch).
No hot water showers.
Based on this past winter's weather, I would expect this to be a rare year
when fires are allowed. But the only official word will come while you're
at camp.
