3000 cubic inches may be a little small, but I'd try packing my gear in it before I gave up on it. You might also consider adding more space with a large fanny pack (worn in the front instead of the fanny) to make up the difference.
 
The first time I went I used a 3500 cubic inch external frame pack made by Camp Trails and a large fanny pack as described above. I put the sleeping bag, pad and a tarp at the bottom, outside the pack and carried a tents, dining flys, etc. tied to the top.
  Carried my rain gear, gaters, sunglasses, camera and small water bottles in the fanny pack, which made them easily accessable while hiking. We also carried extra water in 2-two liter soda bottles tied together with a heavy cord with the bottles draped ov

One of our adults rented a pack from Philmont. He was happy with it. It's not a bad solution, especially if you don't do much backpacking outside of Philmont trips.
