We have had very good luck in our troop with the various packs in the
Gregory brand. The models differ by sack size, but most importantly,
the packs, straps, and hip belts all come in three sizes -- S, M, L. If
you go to a good outfitter, they should be able to fit you properly
using a combination of components. Check the REI website (www.rei.com)
for details -- look under 'extended backpacking'
 
The bad new is, they expensive -- $250+

My son is similar. He is just now wearing size 12 jeans. We
ended up with a Kelty Yukon. The Jansport Scout just didn't fit as
well on him. Even the Yukon has to have the hip belt as tight as it
will go. Last year when he started with it, he needed some duct
taped foam rubber pads on the inside also.
 
I think the Kelty Coyote Jr. is smaller. It fits down to a torso length
 
of 10". But it's internal and small for an internal. Only 2850 cubes.
 I don't know if that would fit a 0 degree bag and everything else for
winter camping.
