Camp Trails sells after-market replacement hip-belts for about $20.
Their small goes down to about 28 inches (I think).
I have also taken hipbelts off small (child-size) backpacks and switched
them into Scout backpacks to address this issue. Problem being, of
course, that the child-size hip belts are not the best in quality or
padding - but they'll serve if nothing else is available. If you're
really stuck, contact me off-line and I'll scrounge through my yard-sale
cast-offs (I have about 20).
