Thought I'd chime in on the question of packs for smaller folks...
You have a few options:
1. Buy a pack that fits pretty well and replace the hipbelt with a smaller
after-market one - only really works with external frames.
2. Buy one of the better name-brand packs (Gregory, Dana, etc.) that have
belts in S, M, L and get the right size belt put on your pack (e.g. S belt
on M pack) - this is pretty expensive, and the pack may not fit when your
son grows.
3. Try Alps Mountaineering (www.alpsmountaineering.com). Their internal
frame packs have interchangeable belts and the smalls usually fit younger
scouts. I have no financial interest in this company. I've field tested
some of their gear and was impressed enough that I bought one of their
tents for my son. They're very supportive of the Scouts - and even offer
discounted pricing through their Scout Discount program (www.ScoutDirect.com).
