This procedure may have changed, but when we were there it was at least 4
people per group, but 2 deep leadership wasn't included. FWIW, if a crew only
has two or three adult leaders, then the whole crew would in fact have to go
under the procedure David described since there would not be 2 deep leadership
with the other group.
