You read that correctly if you are talking about vehicular transportation,
Pg 5 1999 Guide to Safe Scouting. No where else does it suggest less than 2
adults.
And there may be times when this will be imposible, difficult, awkward,
unmanageable, unsafe, or unnecessary at Philmont - as in the case of 2 or 3
adult leaders in a crew. Common sense, good judgement, and the need to
complete the tasks at hand will be your guide.
And your average child molester will be a block down the street from the
school in a Ford Fairlane, not on the road to Ute Gulch to pick up 100
pounds of food for the crew.

leadership applies ONLY when there is a one on one relationship between

This procedure may have changed, but when we were there it was at least 4
people per group, but 2 deep leadership wasn't included. FWIW, if a crew
only
has two or three adult leaders, then the whole crew would in fact have to go
under the procedure David described since there would not be 2 deep
leadership
with the other group.
