See page 7 of the Treks 2002 book, Backpacking Stoves section.
 
There is a phone number for DOT hazardous material transportation and two
web sites listed. I haven't checked them out yet.
 
The Trek book suggests either checking with the Air carrier or mailing the
stoves to Philmont, ground service only.
 
In addition, on the power max fuel bottle, it says the fuel can not be
shipped by train.
 
I just ordered a new stove and power max fuel bottle, and it was shipped
UPS, so that method works.
 
I am planning to mail all of the stoves to Philmont about three weeks before
our trek.
