I believe, Glenn, you may have overlooked a detail in
current Philmont policy, which states the limit of 4 adults
per crew pertains only to adults 21 and over. The crew
described with 2 male adults over 21 and 2 female adults
over 21, plus one 19 y-o "adult" is okay.
 
But as far as tenting, yes, the 19 y-o may not tent with a
youth under 18, according to the Guide to Safe Scouting.
In fact, if you follow the strict interpretation of the
verbiage, the 19 y-o may not even tent with his younger (15
y-o) brother. Adult and youth must be parent and child.
That's what the book says; if you want to wink at the
rules, it's your risk.
