In my earlier post I called this the youth/not a youth quagmire, because that
is what it is. And it affects two completely separate issues - number of adults/advisors
in a crew and youth protection. One has nothing to do with the other.
Regarding the crew issue, as pointed out before, the requirement is no more
than 4 adults older than 21, without specific prior permission from Philmont
(it is possible to get it). 19 year olds don't come into play. As noted above
another requirement is AT LEAST two advisors, ONE of whom must be at least 21
- the 19 year old can be the second advisor on a (Boy Scout) crew with only
one true adult.
Regarding youth protection (for Boy Scout crews), the youth/advisor status of
the 19 year old does not into play - the 19 year old is an adult and thus tents
separately from the under 18's and uses the showers at the adult times on the
trail as well as the adult showers and bathrooms in Base Camp.
For Venturing Crew based crews, the 19 year old is a youth and tents with the
other youth. Showers and bathrooms? Don't know, but guess that the presence
Boy Scouts results in a different answer than would be the case for a Venturing-only
activity. Can a 19 year old be the second advisor? No, because Venturing requires
two deep leadership older than 21.
