When we were at Cyphers Mine this past summer we were directed by Philmont
staff where to put up a tent for our female advisor, this was consistant with
current BSA policy. The policy for division of scout/adults was announced
after we returned and I am sure that next summer they will be directing
people to hang tarps. I personally think the tarp rule is excesive but either
you are going to follow the rules or you're not.
