I agree.
 
Earlier this month, I took part in Philmont's Kanik
program. One of our crew members was a 19 year old who
is registered as an Assistant Scoutmaster with our troop
where he is considered an adult according to the BSA. He
is also registered in a Venturing Crew where he is
considered a youth according to the BSA. At Philmont, we
were allowed to count him as a youth since he is a
Venturer, and he shared a tent with two 16 year old
Scouts. By the way, this was Philmont's call and was
clarified before we went out in the back country.
