In my earlier post I called this the youth/not a youth quagmire, because that
is what it is. And it affects two completely separate issues - number of adults/advisors
in a crew and youth protection. One has nothing to do with the other.

And then I went on to illustrate how it affects a third issue - one that IS
NOT separate from the issues of the number of adults/advisors and youth protection.
The third issue being Venturing Crews relative to Boy Scout Troops.
In such cases, I always look at 'extreme' situations to see if the rules make
sense. They don't - you can make up 'typical' situations and see they are inconsistent
and illogical.
Example:
11 person crew. 1 adult over 21. Several ASMs 18 or older, but younger than
21. remainder of crew scouts 14 to 17 years old. Entire crew cross registered
in both a Boy Scout Troop and a Venturing Crew.
As Boy Scouts, can go to Philmont, (at least 2 Advisors, one over 21), with
those 18 and older tenting/showering separate from those 17 and younger.
As Venturers (is that the correct term for individual members of a Venturing
Crew? - sorry, a subject for another list or two) they need to recruit another
adult over 21, but only the over 21s tent separate, and when and with who the
18 to 21 year olds shower is determined by the presence/absence of others (under
18 year old boy scouts).
Two programs with two separate sets of rules that conflict with one another
when the two programs come together, which obviously happens often (Philmont,
other High Adventure bases, Jamborees, etc.). It isn't pretty.
