Our troop ended up with a similar problem. The first thing we decided was
that although experience mattered, many troops take an all rookie crew and
manage to finish the trek with few problems. So those that had not been
there before were put on the list. I kept myself off of the list and we
set up a crew of 12 rookies.
Since that time, one scout dropped out. I could have added myself, but
instead I added my son who had one trek under his belt as I do. As my son
will be 20 years old, we still would be able to add one more adult if we
needed to.
Have each adult get a physical this year and take a copy of this year's
form and see what their says. If their doctor has reservations, then they
should step aside for another adult.
If that does not disqualify anyone, draw lots and put the other adult on
the waiting list. You may also ask around. There may be another crew in
your area that is looking for another adult to fill a spot. Then everyone
may get to go, albeit with another crew.
