[Philmont]: 5 adults to crew?

Our council contingent has 3 crews and 13 adults. Our council staff member seems confident, from past experience, that Philmont will approve a 5-adult crew if all of the adults are parents of participating boys. I think this violates a rule against more than 4 adults per crew. Has anyone else had experience with this?

Who would I call at Philmont, and how, to confirm this will work?
