...Personally, I don't think the idea will fly with Philmont. But take a look
at the adults: are any of them between 18 and 21? Philmont rules state a
maximum of 4 adults over 21 per crew. But if that isn't the case with your
crews, then you would need to talk to Mark Anderson who is the Director of
Program at Philmont to make an exception to the rule. It never hurts to try,
but I doubt your chances are very good. And I seriously hope you don't have
any Scouts on your waiting list - as others will probably agree, no one should
deny a Scout a chance to go to Philmont so an extra adult can go instead.
