Also every public library has internet access for free - plus here in LA we

Not hard.

Mail the packets out on day X. On day X also make that info available
through
the website. On day X+5, start accepting web-based trek selections.
(this assumes 2 days in the mail each way, one day to decide. and yes,
crews that have their act together could get a one day jump on the web-based
folks. Yet another incentive for organization.)

When you get on the list for a trek, you choose whether you want the packet
sent to you or not. You could still do web or mail selection no matter
what your packet mailing choice.
