Bob--

As others have already said, yes-- the Philmont transportation people keep
tabs on whether the train is on time. This is everyday business, and the
bus will be there to meet you when you arrive. Many crews that take the
train arrive at Philmont in the afternoon, and the Welcome Center staff and
rangers are there to greet them. You likely will have to finish base camp
business the next morning and take an afternoon bus out, but that is
perfectly normal.

(This is not an official Philmont answer, but I am one of the people who
will be there to greet you!)
