No, it means you are expected to arrive the morning of August 1st, and
will hit the trail sometime on August 2nd. Lunch on August 1st is at
Basecamp, and is the first meal you are scheduled to eat - whether
you're there or not is a separate issue. The real issue with late
arrivers due to train delays or other similar issues is what bus you
will be taking out of Basecamp on the 2nd. Obviously, if you are way
late arriving on the 1st, you will need to get a late adternoon bus on
the 2nd, in order to be able to finish all your pre-trek planning and
prep the evening of the 1st and the morning and early afternoon of the 2nd.

Some people (who don't trust the trains) arrange their train arrival the
day before their actual scheduled arrival day at Philmont. In some
cases, they can stay at Philmont. Note that this can only be done with
Philmont's pre-coordination and that is dependent on available space;
also note that there will be fees to pay for tents and meals. That is,
you can't just show up and ask them to put you up and feed you a day
early. In other cases, if Philmont cannot accept a Crew early, those
Crews arrange alternate camping in the area - hence, the recent flurry
of questions on this list concerning lodging or campgrounds in Raton
and/or towards and nearby Cimarron.
