Actually, I'm not sure this is entirely accurate. As near as I can tell,
Philmont will always let an arriving crew set up their tents in an empty
field.
Of course, if you don't bring your own tents, you have a problem :-)
While they always want advance notice, the advance notice is really for
whether they have empty tents in CHQ for an arriving crew.
It was also my observation that they will also always let you pay for meals
as
an early arriving crew. I spoke with several folks, including Mark
Anderson,
at Philmont about this before our 2003 trek and while I was at PTC in 2002.
I'd like to hear about it if anyone was actually turned away. There
also may be an issue if you tried to arrive too many days in advance, I only
talked
to them about arriving one day early.
